Looking for information on scooter laws.
I just bought a 125cc Scooter. Do I need to register and license it? Do I need to get insurance on it? Do I need a special drivers license to operate it?
Any information you can give me would be much appreciated.

To be legal here and avoid
To be legal here and avoid hefty fines, the answers are yes, yes and yes.
You need to take the paperwork you were hopefully given when you bought the scooter to the government office near city hall to register it. You need to exchange your home drivers license for a Korean on at the office near LG metro city. And you need to get insurance for it, which is available from lots of different companies.
To be honest unless you speak pretty good Korean you are going to need to get a Korean person to help you as all these things are pretty complicated.

The place in Yong Ho Dong is the Nam Bu licensing center, but there are others depending on where you live. I found that Korean wasn't necessary. Just head straight to the 외국 desk where there are no queues.
Also the registering of your scooter can be done in various locations, the aforementioned city hall place and there is also a place in Geumnyeonsan subway. There are a bunch of ladies there trying to sell insurance, usually at pretty fair prices, who will help you if you buy from them.
