My wife's school is putting on an "International Day", and I'm wondering if there are any flag shops in Busan that sell a wide range of flags?
Need the Russian flag, and need it ASAP.

Not really what you are looking for, but pretty sure that I may have seen strings of flags in one of the party supply shops here. They ain't very big and no guarantee they would have Russia included, but a starting point maybe.
The easiest one to find is behind Busanjin market. If you face the front of the market, take the road on the left and walk right to the end where it ends in a dead end. Shop there on the left.
I bought some flags at a shop here in Seoul two years ago. They had a lot. I'm sure they would have Russian flags.
If you are coming up this way, I could try and get the info.
Just looked on line and found this. A little small. 30x20 cm.
But, I was thinking if you just got 3 strips for red blue and white cloth from Busan Jin market and then just ask one of the seamstresses to sew them together. Wouldn't cost more that 10-15 bucks.
Well if it is only a Russian flag that is needed, have you considered their local consulate?
If they do not have any for you then as already stated making your own is the best option, if it is one that consists of just a few broad colors.
Well gee whiz, the Russian parents ended up bringing a boatload of flags to my wife's classroom.
