You should be more specific...What kind of Doctor do you need? If you find a random English speaking doctor...he's just going to refer you to the department that you need to be treated in. For example, I know of a good hemotologist, orthopedic surgeon, and eye doctor...
The big hospitals or university hospitals like Paik(Baek/백) hospital or PNU's hospital will have the best doctors. There is a surplus of Doctors in Korea because, in my opinion, they make medical school too easy. So to be safe, you should go to a big hospital.
Always check you symptoms online too, dont always trust their first diagnosis.

First, I think you better change your subject because I thought you were looking for an English Doctor instead of an English Speaking Doctor.
If you want a good hospital, I would also recommend that you go to the Baek Hospital because they speak English well. I would NOT go to PNUH. I went to PNUH and nobody could speak English. They kept sending me from one place to another and they wouldn't even look at me. I was like a piece of meat. I tried to speak in Korean, but they were too embarraced to speak to me in their own language. I guess I had a sour experience. I asked them several times in Korean several questions about myself, however, they wouldn't answer me at all.
Anyways, I went to the Baek hospital in Ilsan last year and they were really kind and only two people shyed away from me.
If you state which kind of doctor you need, others might be able to help as well.

I went to the Paik (or Piak?) hospital in Jangsan and they were great! A bit expensive though. But worth it to finally find out whats wrong with me and be able to ask some questions.
