Well you can always join a gym or some activity like dancing or language exchange to meet Korean friends (I prefer to make friends with the locals these days). Or at any basketball court on the weekends if you're into basketball. As far as meeting fellow expats, I don't do it anymore but it's almost a no brainer. Just go to KSU Friday or Saturday night. If you need a conversation starter, I've probably heard this conversation about, oh, a thousand times. It'll probably go something like this:
"So man where you from?"
"Canada."
"Really, ME TOO! Where in Canada?"
"Toronto. How about you?"
"No way! My sister went to school in Toronto. I'm from Hamilton."
"Sweet man, I have a second cousin there!"
"OMG, do you like to go to Haeundae or Gwangalli on Sundays?"
"Yeah man, we should meet up. Want to do a shot? What's your number?"
If you're not from Toronto or a neighboring town/city, your mileage may vary. Seems like everyone and their mother is from that area these days. But anyway, good luck in your quest to make friends. The waygooks in Busan these days are quite the interesting crowd.

Well how did you make friends back home? Was it at school? Did you attend worship services anywhere? Did you ever volunteer, or were you a member of any other organization?

Well if bars or religion ain't your thing you could always look at the events board on this site or busanhaps.
I know there are quiz nights, pool nights, dart nights (still?), salsa and a whole bunch of other stuff.

I agree that the best way is to start going out of your apartment and join some groups. If you want you can even do some fun activities like with adventure Korea or something.
I've always been able to meet new people at the volunteer Korean classes.
